There are some five hundred destitute families in Kemper County, whose husbands are in the Service of the Confederate states. The [assistance?] of the Relief fund has been expended upon said families, and at this time there are no provisions made for said families, consequently, they are in a suffering Condition. Is there any law authorizing the Board of County Police to levey a tax for the relief of such families—will you call the States att attention to the matter, & if there is any such law let him point it out, something must be done for the relief of said families, they will certainly perish Here in this county our crops are very sorry, and in fact a great many farms were not cultivated at all from the fact that the head of family were in the war, Let me hear from you soon
