His Excellency,
John. J. Pettus.
Governor of Mississippi.
Sir.
I have the honor to state that re-ports deemed authentic have reached me to the effect that Colonel Roddy's Cavalry has been routed at Tuscumbia by the Enemy, and that he has reached the vicinity of Saltillo followed it is believed by an infantry force.
That portion of the state having been thus invaded and the safety of the citizens imperilled through an extensive and fertile region and in which we have but a limited Confederate force I deem it expedient to sub-mit for your consideration whether it would not be advisable to call out such available mi-litia force in that district as can be readily organized with the view of impeding the progress of the Enemy.
If you think it practicable I shall be glad to receive information on

the subject especially in reference to the num-ber and kind of force which may be raised in that distinct and also the least possible time for its organization.
