Sir,

I have the honor to acknowledge the receipt of your communication of this, date and in compliance with your request I enclose Cir-cular No, 13, from Gen'l. O. O. Howard Commisioner Bureau of Refugees, Freedman & Abandoned Lands with an extract from a letter of instructions from Col. Sam'l, Thomas Asst. Commisioner for State of Mississippi.

In pursuance with the institructions inclosed the property referred to was siezed as abandoned Land, Gen'l. R. O. Edwards, owner, being absent therefrom.

Page 2:

Mr. Carsons was offically notified of the siezure on the 15th day of August 1865. and did not, at that time, claim any control over the property,

No application has been recieved at this office for the restoration of the property,

All houses, tenements and lands, belonging to Rebels who are excepted by the Presidents Amnesty proclamation, and who have not obtained pardon, must be siezed by you. The houses should be rented by you from month to month at any rate you may think proper.
